Regular Meeting


The Board of Selectmen held a Regular Meeting at 8:00 AM on Friday, 12 April 2013 in the Meeting Hall of the Old Lyme Memorial Town Hall. First Selectwoman Bonnie Reemsnyder, Selectwoman Mary Jo Nosal and Selectman Skip Sibley were present.


1. Approval of Minutes
Special Meeting 1 April 2013
Selectwoman Nosal moved to approve the minutes of Special Meeting 1 April 2013.  Selectman Sibley seconded the motion.  SO VOTED.


2. Communications
None


3.  Appointments
Sandra Ziemba (D):  Sound View Commission, 1 Year Term to Jan. 2014
(replacing Joe Camean)
Mary Stone (D):  ZBA, 5 Year Term, expiring Nov. 2015, replacing Joseph St. Germain

Selectman Sibley moved to appoint Sandra Ziemba to the Sound View Commission for a 1 year term expiring January 2014.  Selectwoman Nosal seconded the motion.  SO VOTED.
Selectwoman Nosal moved to appoint Mary Stone to the ZBA for a 5 year term expiring November 2015.  Selectman Sibley seconded the motion.  SO VOTED.


4. Old Business
a. Special Town Meeting 9 April – Update
First Selectwoman Reemsnyder reported on the Special Town Meeting where two items were voted on.  One item was to authorize the expenditure of a sum, not to exceed $185,000, for the feasibility study for a wastewater system. This was approved.  The second item was to authorize the expenditure of a sum, not to exceed $27,300, for improvements to the parking design and two kiosks on Hartford Avenue.  This was also approved.  There were about 120 people in attendance at the meeting.

b. Fiscal Year 2014 Budget Hearing on 22 April
There is a hearing scheduled for 22 April at 7:30 PM in the Meeting Hall of the Old Lyme Memorial Town Hall.  The enrollment numbers from Regional District 18 will have a lesser impact on the budget this year than in the past.  The Selectmen acknowledged that the new Superintendent of Schools had done an audit of student addresses to confirm enrollment numbers.

c. Request by Pavilion for Bus Ordinance Exception
First Selectwoman Reemsnyder reported that the concerns of the Selectmen, Dave Roberge and Officer Heinssen were brought to the attention of the owner and the manager of the Pavilion.  First Selectwoman Reemsnyder shared the email response from the manager regarding some of the concerns.  There were several concerns not addressed in the response and these were discussed.  First Selectwoman Reemsnyder will have a discussion with the Town Attorney regarding the Town’s liability if the Town allows the busses to park on Town property.

d. Harford Ave. Town Parking Lot Recommendations from Sound View Commission
First Selectwoman Reemsnyder reported on conversations she had with Frank Pappalardo (Chairman of the Sound View Commission), Nicole Stajduhar (Finance Director) and Don Bugbee (Park and Recreation Director) regarding the parking fees at the Town Parking Lot.  A decision will be made at the next Selectmen’s meeting.

e. Request from ConnTrek IX for use of Hains Park on 26 June
A request had been made from ConnTrek IX to use Hains Park on 26 June to camp overnight.  The Selectmen suggested that this group use Town Woods Park as it would suit the campers’ needs better.  This group happily accepted the Town’s offer.  The Selectmen acknowledged Don Bugbee’s input on this.  Information on this will be posted on the Town website.  

f. Anti-Blight Committee Update
First Selectwoman Reemsnyder stated that members are needed for the Anti-Blight Committee.  If residents are interested in serving please contact the Selectmen’s office.


5. New Business
  • Update on Health Department from Sonia Marino, Sanitarian
Sonia Marino, Town Sanitarian, reviewed the responsibilities and fees charged by the Town’s Health Department.  Ms. Marino complimented the Task Force Committee members for their work on the Waste Water Management project so far.  Selectman Sibley asked Ms. Marino to put together a list of procedures with associated fees including what work is involved with each procedure and also to include her feedback.  The Selectmen thanked Ms. Marino for her work.

b. Renovation / Installation of “The Doughboy”
First Selectwoman Reemsnyder reported that the painting “The Doughboy” has been installed in the front foyer after having been renovated.  There will be a reception to celebrate the return of “The Doughboy” on 22 April at 6:30 PM.  This will be held before the budget hearing.  Appreciation was expressed to Mike McGee for his help in making this happen.

7. Other Business
First Selectwoman Reemsnyder reported that Fiona Barrett, who is a student from the high school, has worked to schedule a volunteer fair which will be held on 23 April at 5:30 PM at the LOL High School.  The Town will be represented there as well as other organizations.
The next Board of Selectmen's Meeting is scheduled for Monday 6 May at 7:30 PM.

Selectman Sibley moved to adjourn the meeting at 8:52 AM.  Selectwoman Nosal seconded the motion.  SO VOTED.
